(DPR) is the Most Corrupt Institution in Indonesia. That is the perception of the majority of people in this country. Just as the results of several surveys that have been held in previous years, this year's survey has the same results unchanged, namely the DPR is ranked first among institutions or institutions that are seen as corrupt.

It is reasonable to happen so many people who lose trust with people's representatives, or more and more people who choose abstentions in elections, because people see that the representatives they choose do not represent and channel their aspirations but only to enrich themselves.

Even further, political parties during their campaign as their "vehicle" have become a means to foster more organized corruption practices. The more votes obtained by a party during the election, the more opportunity to dredge the coffers of public money. The political parties that won the most votes in the election became wetlands for the people who extracted tax coffers.

This was revealed when Ari Nurcahyo, as researcher Sugeng Sarjadi Syndicate conducted a survey of the performance of the DPR in various provinces, and the results were truly unexpected. According to the results of a survey conducted in 33 provinces, DPR members went to the office only to make a living, not to represent the interests of the people. Only for the affairs of the stomach itself and not the interests of voters during the election.

Of the 2,192 respondents surveyed in 33 provinces throughout Indonesia from May 14-24 2012, the following were assessed:

The 1st most corrupt sequence:
1,030 respondents or 47 percent rated the DPR as the most corrupt institution in Indonesia.

The 2nd most corrupt sequence:
470 respondents or 21.4 percent rated the Tax Office as the most corrupt institution after the DPR.

3rd most corrupt order:
11.3 percent of the total respondents rated the Police as the most corrupt institution after the DPR and the Tax Office.

4th most corrupt order:
3.9 percent of the total respondents rated political parties (political parties) as the most corrupt institutions after the four institutions mentioned above.

According to Sugeng, there is a kind of target for DPR members to get money coffers which are then deposited into political parties' cash. "It turned out that 62.4 percent of DPR members now only make a living. The community also said 52.9 percent were party parties gathered, and 29.1 percent said that people's representatives gathered, "he said.

The research conducted by Ari also revealed that the DPR was a tightly controlled institution in Indonesia. Then followed by the second position there was the Director General of Taxes, and the third was the Police institution. "From the list of names of state institutions, almost 47 percent stated that the DPR was corrupt. The Director General of Taxes was 21 percent in the second position and the 3rd Police Department. Evidently those arrested by the KPK were mostly DPR members," Ari said.

The same thing was also revealed in a discussion at Warung Daun, Cikini, Central Jakarta, on Saturday (9/6/12), then. One speaker, Sebastian Salang, a Parliamentary Observer from the Indonesian Parliamentary Concerned Community Forum, revealed that political parties intentionally or not, could have pushed DPR members to corruption.

According to him, the funding needs of political parties are mostly borne by members of the DPR, so this has turned into a demand for members of the House to "deposit" ... "There are additional" creativities "by members of the DPR to deposit into political parties," he said.

Sebastian said that the greater the deposit of DPR members to political parties, the greater the influence on the political party. "At least, it occupies a strategic position," he said.

This was also expressed by a speaker from a member of the National Mandate Party Faction, Taslim Chaniago. According to him, corruption in the DPR occurred, due to the weakness of the planning system. "Usually in budget planning there will be a compromise. This compromise becomes corruption in every budget discussion," he said.

While DPR members from the PDIP faction, Dewi Aryani said that corruption occurred in the DPR because there were several factors, namely because of the intention, the system, and the needs. "The issue of this need can be discussed, whether there are personal or party needs, and there is certain pressure," he said.

If the members of the board and political parties behave like this, the hopes of the people are getting thinner amid the economic squeeze and even inequality, because they hope the council or the ministers of the party, only hope is empty. Because the DPR is only chosen for corruption.

From the track record of the travel cases of the mega corruption scandal ever recorded in this country, the KPK and law enforcement officers need to focus their five senses on the occupants of DPR and DPRD buildings throughout Indonesia. Because those places are the center of corruption in Indonesia.
