The Muslim Brotherhood's Efforts to Finish the Egyptian Crisis




Sources from Muslim Brotherhood Egypt confirmed negotiations between this group and the High Council of the Armed Forces of Egypt (SCAF) to resolve the crisis due to the dissolution of parliament and the announcement of the Perfecting Constitution by the Military Council. The source added that a number of agreements had been taken between the two parties.


It seems that one of the agreements taken by both parties was the revocation of the full control of the Military Council on the constituent assembly provided that the 10 members of the Islamic camp in the assembly must be given to people from a technocrat group approved by the Military Council.

Negotiations between the Muslim Brotherhood and SCAF also discussed the division of ministerial positions. Although the talks were not reported in detail, sources from the Muslim Brotherhood said that the two sides agreed to reform the Refinement Constitution which had limited the president's authority.


It seems that the Muslim Brotherhood at this stage applied its main policy of resolving problems through peaceful means and making the move a guideline for its political movements. The initial step taken by this movement as a means of forming a new government was to reduce tensions with the Military Council.


Although the Military Council will sooner or later give up its power, the fact is that their role in that country cannot be underestimated. For more than 60 years, the military ruled in Egypt. Therefore, they felt heavy to bestow power on the civilian government. This was very well understood by the Muslim Brotherhood who had experienced in the political arena for decades.


It seems that the Muslim Brotherhood group understands that the resolution of the problem due to the dissolution of parliament and the enactment of the Refinement Constitution by the Military Council cannot be resolved through legal channels, so that the group takes the path of negotiation and political understanding. This path is considered capable of resolving various problems that arise in the future, especially to deal with the efforts of the Military Council which tackle the new Egyptian political process.


The Muslim Brotherhood's initiative to negotiate with the Military Council was aimed at preventing the council from carrying out new maneuvers that hindered the performance of Muhammad Mursi, Egypt's new President.


The move of the Muslim Brotherhood movement received wide acceptance from various parties and political movements in Egypt. This happened because they realized that the military in the future could potentially put pressure on the country's new government.


Safwat Abd al-Ghani, Member of the Egyptian Jamaah Islamiyah Consultative Council said, if the Military Council accepts positions such as in the interior ministry, detention and justice, willing to cancel the Refinement Constitution, then the agreement will be welcomed. Because the most important thing now for Egypt is to get out of the crisis.


The dissolution of the parliament and the announcement of the Perfecting Constitution by the Military Council were a nightmare for all Egyptians. It seems that the Muslim Brotherhood who has long experience in the political and social scene in this country wants to use this historic opportunity.


Dialogue with the Military Council to reach understanding was the initial step of the Muslim Brotherhood before the official start of Mursi's activities. Furthermore the movement was determined to form a national unity government consisting of all political groups to create stability and support the ideals of the revolution, as well as maintain a new government from all forms of internal damage.
